I’ve made paper-plate skeletons in grade school, but that looks a lot better than the ones we put together. Ours consisted of one plate for the head, one for the torso, one (cut up) for the limbs, and a lot of drawing to make the head and torso look skeleton-y.
We also made paper-plate jack o’lanterns with orange paper plates. Not sure where they found orange paper plates (plastic ones abound) but they did, and they were a lot easier to cut scary faces into. Put a black paper plate behind, clamshell-style for the 3D effect, and a construction-paper stem on top, and there ya go: More cheap decor.
